Chrysler Repair: 2005 Chrysler T&C: no starter/no cluster power, starter relay, dash lights


Question
Gave my van an oil change yesterday.  My boyfriend also cleaned one of the battery terminals off because it had some corrosion build up on it.
 After the oil change, I started the van to try and move it, it ran for a couple seconds, then died.  This happened 3 times, then would not start again. The windows, doors, and radio all appear to work.  But the dash lights do not work.   I can't get an error code because the odometer doesn't light up at all.  

I have read all of the previous responses to similar problems, checked all the fuses, checked the battery, pulled out the IOD relay and put it back in, pulled the starter relay an put it back in.  Tested them all, they seem to be working.  When I try starting the van I can hear and feel the clicking in the relays and fuses.  But nothing seems to be working. Van will not start at all anymore.  Any other ideas or suggestions please?

There are two things going on here, possibly. The no lights on the cluster suggests that fuse 24 in the power box is blown (20 amp). If that doesn't get the starter working then I would check the battery cable that was removed as it may also have a rotted wire connection at the cable clamp such that it will conduct some current but not enough to crank over the starter motor. Also check the other clamp/cable for that possibility. Also check the wires attached to the - clamp to be sure that these 'ground' wires are tightly attached to the body and the engine. It could be that the battery is weak, so try a jump start.
Let me know if that doesn't fix it.
