Chrysler Repair: 99 LHS: Wont Start, crankshaft pulley, timing belt


Question
So I am looking at my timing belt but it is still intact, I do see some damage but it doesn't look as if that would be the reason for the noise when rotating at start-up. I wasn't able to remove the crankshaft pulley just yet to align the timing marks & remove the belt. But where the belt goes under the water pump pulley there is enough slack for me to spin the pulley. Is it suppose to be that way?

The belt is supposed to be under tension at all times, so I believe that you may have some sort of issue with the timing belt and therefor also the possibility that the noise you are hearing is one of interference between the tops of the pistons and the valve heads. So it would be appropriate to check out the belt conditions and seeing where you stand on timing marks.
