Chrysler Repair: 1990 LeBaron Landau Digital Dashboard/Interior lights, windshield washer pump, windshield wipers

QUESTION: The initial problem was with my windshield wipers and pump.  One day when I turned it on to spray the windshield with fluid it would not stop pumping or wiping unless you pulled the fuse.  So the other day I removed the pump and reservoir to inspect it and it seemed fine.  After replacing everything I get in my car and the interior lights located on the doors and ceiling do not come on.  The digital dashboard does not light up, and the radio does not work at all.  The lights to illuminate what gear I am in work, and the switches for the radio light up as well.  I have checked the fuses to the left of the steering column, as well as the fusible links under the hood and they are all fine.  Is there another location for fuses?  If not, do you know what the problem might be?  Thank you.

ANSWER: Hi Al,
Check fuse 26 under the dash which should be 'hot' all the time and if not, then check the gray fusible links, one of which powers the lights and the dash. Then let me know what you find and what if anything still doesn't work.

QUESTION: Where under the dash is fuse 26 located?  The fuse block to the left of the steering column only has 20 fuses in it.

ANSWER: Hi Al,
I assumed you had a J-body convertible or coupe because those were more likely to have the digital dash; now I recognize you have the 4-door landau because it has onlyu 20 fuses. In that case the fuse is #2, 10 amp and the fusible in question is orange.

QUESTION: That did the trick, the fuse was blown.  Apparently, I did not look hard enough at all the fuses, or maybe I just skipped over it.  Anyway the digital dashboard now works.  Thank you.  Do you have any ideas as to the cause of the windshield washer pump and wipers not timing out?  Now when I turn the key on, both the wipers and the pump start to run and the only way to stop it is to pull the fuse.

Hi Al
The pulse wipe module on the left lower dash reinforcement (8-wire black plug) may be being activated by an internally shorted switch of the steering column's wiper/washer. There is a brown wire coming out of the steering column (pin 3 of that connector) which should be 'cold' unless you hit the washer position. If it is 'hot' then you have a short in the switch itself to volatage that comes into the switch on the dark blue wire. That is my first thought. The second would be some sort of failure in the pulse wipe module itself although that appears to not be 'hot' unless it gets voltage from the switch over one or more several wires that go to it from there.
