Chrysler Repair: Horn going off when key is removed:02 minivan, cable clamps, dodge caravan

Question
I HAVE A 2002 DODGE CARAVAN SE. JUST RECENTLY, MY HORN GOES OFF CONSTANTLY WHEN I TURN THE VAN OFF AND/OR REMOVE THE KEY FROM THE IGNITION. THE PROBLEM DOES NOT OCCUR WHEN THE MOTOR IS TURNED ON. I HAVE DISCONNECTED MY REMOTE STARTER BUT THE PROBLEM STILL EXISTS. THE FUSE IS REMOVED ( FOR THE BENEFIT OF THE NEIGHBOURS).THERE IS NO INDICATION ON MY DASH OF ANY PROBLEM.
ANY SUGGESTIONS PLEASE?
THANKS IN ADVANCE

The race for "expert of the month" is going down to the wire.
Chrysler "repairer" vs. Microsoft "coder".

Hi Clarence,
The horn relay is controlled by the body control module which is integrating many functions of complex systems in the vehicle. I can't identify a specific function that causes the horn to sound other than the vehicle theft security system, but that usually would cause a pulsing horn sound rather than a constant horn sound. About all I can suggest is that you try resetting the entire system by disconnecting the battery cables from the battery and touching the two cable clamps together for a minute and then reconnect them to the battery. If that doesn't correct the situation, then try removing fuse 14 in the powerbox under the hood for a few minutes and see if that corrects things. It may be that your remote starter system began the issue and now we just have to 'soft reset' things. Please let me know whether either of these techniques proved to be effective.

PS: If neither of those work, I can describe how to rewire the plug at the body control so that the horn will only blow when you press on the horn button at the steering wheel. It will not blow in relationship to the the theft system, etc. but will work in the old-fashioned way!
