Chrysler Repair: 2003 t&c minivan: ignition lock cylinder, dry lubricant, spray nozzle

I am experiencing trouble with the ignition cylinder. Key will not turn lock. Funny thing is the steer wheel is not locked but moves freely, like it is unlocked. Not sure but think I need to replace lock cylinder. It started out doing this intermittently. Could you please advise?? Thanks in advance.

Hi Gary,
In order to remove the cylinder you have to get it into the "run" position. Then you will find after removing the lower panel under the column (that contains the parking brake release handle and disconnect cable from handle), then the shroud on the underside of the steering column (three screws) so as to expose the lock cylinder area, then note there is a tab on the side of the housing on the underside that when pushed in will allow the cylinder to be withdrawn. First try using some powdered graphite which comes in a squeeze-type plastic tube with a small spray nozzle to insert some of this dry lubricant between the cylinder and housing to free-up the action so you can get to the run position.
There is also an interlock system between the lock cylinder and the gear shifter so try moving the gear shift lever a bit while trying the lock cylinder movement.
