Chrysler Repair: 2000 sebring timing, crank sensor, car idles

I would like to know what controls the timing on a 2000 2.5l sebring convertible. The car idles at about 10 deg advanced but I have no power upon takeoff and the timing is being retarded back within a range of -3 to +3. Eventually the timing advances (could take several blocks) and the power is there. Timing belt was replaced with no change to performance (engine had 184000 miles on it). Engine was pulled and replaced with an engine with 57000 miles with same results. Crank sensor, map sensor and distributor are new as is the egr valve and pre cat O2 sensor. Any suggestion would be greatly appreciated.

Hi Steve,
The pcm controls the timing based upon the crank position sensor, I believe. The timing is programed into the pcm and can't be modified by the owner as far as I know. Have you checked for fault codes. There are a number of operating parameters, based upon the multiple sensors, that the pcm uses to set the timing, no doubt.
