Chrysler Repair: no spark: 1995 Neon, obd ii codes, neon question

QUESTION: Okay, let me start by explaining what happened. My wife was driving the car. It began to lose power and was acting like it wanted to stall when she pressed the gas. She got it home and it would not start again. 1995 dodge neon sohc automatic 2.0 federal emissions. I replaced the crank sensor, the cam shaft sensor, coil pack, ASD relay, and computer. I followed the haynes manual for testing the coil pack. Its good, however the power to the coil pack is not. That's why I changed the PCM. The relay clicks wqhen tested but does not when its plugged in and yhe enging is turned on. Pin 30 has 12v of power. I'm not sure how to check for ground or how to bypass this just for testing purposes.I have a light tester and an ohmmeter but no idea what to test at the relay "outlet" any help would be greatly appreciated. Oh yeah. There is a code 11 from ignition but the obd2 apparently doesn't work because it won't give me any codes. Thank you for your time

ANSWER: Hi James,
Did you try disconnecting the battery after replacing all the sensors, etc. to erase the earlier codes? If not, do that for a minute then try to start again to see the new codes, which will include a 12 code for "battery recently disconnected". The 11 code does point to the crank sensor still not getting a signal to the pcm. Did you press the tip of it (still protected with the paper spacer of course) down until it bottomed against the surface of the flywheel/flex plate, then lock it in that position? On the ASD, if this is a typical relay of the '95 era you can jump directly from 30 to the other side of the socket to by-pass it for testing purposes. (I only have the '01 manual which is different and which involves jumping from 34 to 36, side-by- side pins but that is probably the second generation set up). OBD II codes didn't start until the '96 model year. Let me know what you find, please.

QUESTION: Umm, yes I tried to disconnect the battery (for a half hour even) to no avail. 12 was one of the codes I already got I just failed to include it in my question. As far as the crank sensor goes, there was no pieco of paper on it when purchased from schucks, however, the original screw is machined to set the sensor to the perfect position. Okay I try to put a jumper on those pins. Is it safe to start it while jumped and if so and it actually starts, is it safe to drive it to a shop?  Thank you very much for the quick reply. Btw. Why is the obd2 plug under the dash on the drivers side?

Yes it is safe, so long as you don't get in an accident which kills the engine and breaks a fuel line because the fuel pump will continue to pump out gas. That is the ASD relay safety function.
You will hear the fuel pump hum as soon as you complete the jump, so do disconnect it if you aren't going to be driving it. You are correct, I forgot to check the list and indeed the Neon was OBD-II in '95 along with other models using the 2.0 engine.
