Chrysler Repair: Cirrus: rear drum brakes, one side drags, rear drum brakes, drum brakes

I have a '96 Cirrus with rear drum brakes.  Brakes were making noise like it was time to replace.  After inspection this was true.  I replaced rear pads, all springs, and new drums.   

Now right rear pads keep catching, heating, and wearing irregularly.   The rear brake in question also is making a rubbing noise, both during brake application, and then for a while after let off of brake.  

Do I have another problem besides the brakes, or have I mis-assebled somehow?   The car driver said she rarely uses the parking brake.  Could it be rusty and holding a pad incorrectly?

Hi Lee,
The parking brake mechanism could be rusty/hanging up so check the mechanical parts that move the shoes and also check the cable for any binding. The best way to check for mis-assembly is to remove the left side which is normal, then visually compare it to the right side which is the problem, looking for any discrepency between the two. You might also check that the return spring is properly coonected and finally that the pistons in the hydraulic cylinder at the wheel are not binding up so as to prevent retraction of the shoes. Visually check for the possibility that the wheel cylinder is leaking brake fluid.
