Chrysler Repair: Communication issue during smog test, smog test, fuse box

Hi Roland, I have a '96 sebring. I took it in the other day to have it smogged and it failed. the tech said it failed because it wouldn't send info to his machine. he also said that it was probably a fuse and to fix it and bring it back. I can't find any bad fuses under the dash or hood. I also replaced the battery a week ago. I'm pretty handy and I know I can fix this if I'm pointed in the right direction. Hi Mike,
I assume this is a Sebring convert, not a sedan, correct?  I presume also that he was trying to communicate via the data link connector that is under the dash by the steering column.
The only fused voltage supply on that plug is on pin 16 and it is from fuse 5 in the under the dash fuse box. It also powers the courtesy lights, etc. that come into play when the ignition is off (called the ingnition off-draw circuit). So check to see if you have voltage at the plug on that pin. There are 5 other pins that transmit the digital data he was perhaps looking for and I can tell you which those are and to verify whether they are connected to the computers. And there are to ground wires.  But check out the voltage/fuse issue and let me know. You might ask him again whether there are specific wires other than the fuse that might be 'missing' based on what he observed.
