Chrysler Repair: 99 Concorde/LHS/300m: starter wont crank in damp, concorde lxi, starter solenoid

1999 Concorde LXI, 3.2 won't crank when it is damp. Problem is VERY intermittent. Sometimes months between incidents. Driven every day. Battery, terminal block and cables have been replaced. Lights come on but just a click when you turn the key. Putting the shifter in neutral has no effect. Poking the one battery terminal you can see with a broom handle works but the terminal on inspection is tight and clean.

Hi Monte,
If you believe that touching the battery terminal (which one?) corrects the problem then that would be the place to focus your attention. Is it a red or a black wire attached to that post? Is the wire connected to that clamp tightly and cleanly?
If you are getting the loud click from the starter solenoid, then the issue has to be with the high current side of the starter circuit: begin with - side of the cirucit: -post battery clamp/black wire interface, then check far end of black wire at ground point near power distribution box, then check black grounding wire from transmission to the same ground point.
Then + side of circuit: + battery clamp/red wire interface, wire/connections to remote jump post, red wire to starter, starter solenoid contacts, starter brush/commutator interface.
It appears that you have a good clue, so pursue that one but don't overlook the other possibilities.
