Chrysler Repair: steering wheel wont lock\shifter problem, car start and run, battery clamps

QUESTION: 99 I'm  probe started with the shifter not going all the way into park,then the steering wheel wont click into lock position and when i changed the battery recently all i hear is a ticking in the fuse box inside the car.someone suggested that since the steering column wont lock the car is telling the computer someone is trying to steal your car and has activated the kill switch in your car so now it wont start !1 is there any fix i can do myself and is the only way to reactivate the car is thru the dealership.
any thoughts? any would be appriciated thanks.

ANSWER: Without knowing the make/model/body style/engine I can't be certain. Am I correct this is a '99? There should be an LED light on the dash, perhaps on the top pad, which alerts you to the status of the anti-theft system. Is that true in your car and if so how is it showing? In any case, in most Chrysler cars the anti-theft system is not related to the ignition key, but rather to the door lock system.
Can you tell me what is clicking by going to the fuse box and by touch determine what it is?

QUESTION: 99 chrsyler 300m v6 3.5L sedan.dash led not on at all,and the clicking is in the first two relays when you take off the cover.my concern as well is the steering columm wont lock into position?

If you are speaking of the under dash fuse block I am not clear as to which relays you are describing. Is there a number associated with them, does the lid of the box say what number/purpose these are for? Let me know so we can go from there. Does the car start and run? Are the relays clicking when/if the engine runs?
Another warning lights showing on the dash? Click relays usually means the voltage on the system is too low. Are battery clamps shiny and tight. Is the wire(s) from the - post battery clamp tightly secured to the body and the engine/trans?
