Chrysler Repair: 97 Dodge Caravan No-start, dodge caravan, fuse box

Hi, my friend's 1997 Dodge Caravan 3.3 V6 refuses to start over and no code came out from the on-off-on-off code check method and OBMII reader. I traced it down to the fused ignition switch output #20 on PCM connector and it shows only 8.6 volts. I checked the ignition switch fuse in PDC and it is fine with over 12 volts reading. What is wrong? Bad cable and where should I go next? Thanks in advance.

I wonder if you might have some corroded points on the run position of the ignition or start position of the switch section which takes the voltage from the #23 fuse in the box under the hood and passes it to PTC #1 in the under the dash fuse box, which is the source for that PCM wire (plus a lot of other components and fuses 2 and 6 in that same under dash box). So try removing all three devices in the box under the dash and see what the voltage is on the hot side of PTC #1 when you put the switch in the run or start position (the PTC's are in the horizontal row just below the big plugs). If it is a full 12V then one of the three circuits is overdrawing. Put them back in one at a time to see which, and we'll go from there. Also verify that #23 has the 12V to begin with. If it appears to be the ignition switch, spray some contact cleaner inside through a crack in the case.
