How do I get the plastic covers off of the steering column to gain acess to Combi-Switch? Do I need to dis-arm air bag system first?

Hi Dean,
Be sure to disconnect the negative battery remote cable at the strut tower and that will disarm the air bag. The manual says that to remove the shrouds on the column you need to remove the tilt lever.
In the section about removing the entire steering column it goes through the steering wheel removal process before talking about the shrouds, but that may well not be necessary (I hope!). But in the section about the shrouds (covers) it says that the upper and lower shrouds are interlocked at the front edge so you have to be careful not to damage:
The shrouds are snap fit together. On the right seam, push on the seam at the front end. When it unsnaps pull up on the upward shroud. Do the same on the left side. Then remove the upper shroud, if necessary using a soft stick to aid in the separation. Then remove the two screws on the underside of the column that hold in place the lower shroud, and remove the tilt lever.
That should give you access to the combo switch. Be careful and take your time so as not to damage the shrouds.
