Hi Kevin,
According to a '96 manual that I have for the Cirrus/Stratus line of cars, it means that the transmission controller has detected and stored a code. Because a transmisssion code cannot be readout via the check engine light you would need to either go to an Autozone parts store for a free readout or to an indepenedent garage that might do it around $40, using the 16-pin plug under the dash by the steering column. Let me know the 4-digit fault code number(s) and we can go from there to diagnose the issue.
