Chrysler Repair: 2000 sebring jxi: loud rubbing sound, wheel hub, cv joint

my daughter bought a 2000 sebring jxi about a month ago. there is a loud rubbing noise in the drivers side front when she turns the steering wheel. what could be causing this problem.

I assume that the noise occurs when the car is in motion, not when she turns the wheel while at rest, correct? Otherwise let me know. It might be the tire rubbing on the fender, if the tires aren't the proper size. If it is a grinding sound when she turns while moving I would expect that to be a cv-joint whose grease-retaining boot has torn which allows the grease to spin out. When the joint is low/dry of grease it will start to make that noise particularly when turning or accelerating. You can look underneath at the half-axles to see the boots' conditions where the half-axles attach to the wheel hub. If it makes the noise when she turns the wheel while not moving that has to be in the steering gear or associated suspension parts.
