Chrysler Repair: 2000 Intrepid 2.7 engine hard starting after sitting., fuel pressure regulator, crankshaft sensor

This vehicle has 100,000k miles, has had a crankshaft kit and timing chain kit installed at 80k and runs great getting 28 to 30 miles per gal on the road and 16 on the city. The problem I've had for a while is that the engine won't restart normally after running when allowed to sit for 30 minutes or more. Once restarted the engine is rich and heavy on fuel, the engines acts loaded with fuel and the presents of raw fuel comes form the exhaust. The fuel pump has been changed, crankshaft sensor, camshaft sensor with new electrical plug and Idle control motor. The injectors were removed and tested for leaking down, dripping and spray, all was OK. When the engine is cold all appears to start normal, once the engine starts it runs fine. A code will set  for rich fuel condition #2 PO175 and occausionally cylinder misfire, due to the heavy fuel being used at restart. If I was to shut the engine off and restart it, it restarts within a second as nothing was wrong. I have to change the oil more often due to the fuel dilution. When the scanner is connected to the Communication Port, during veiwing it will lose connection as if the PCM has a problem. Thank You

Hi Ron,
The possibilities are: catalytic converter plugged (that can be tested at an independent muffler shop), a pcm problem (but I would expect a code for that), MAP sensor off value but not enough to set a code (a readout with a good reader could show if it were inaccurate), upstream O2 sensor on the left side not accurate, fuel pressure regulator, wiring harness connections. Another possibility is that there is air trapped in the cooling system such that it reads false cold after the cooling down period (the air giving a false cold reading compared to the engine components/coolant proper; there is a special refill tool/procedure for these engines; did this began after some cooling system maintenance?).
