Chrysler Repair: horn not working: 90 Lebaron, 1990 chrysler lebaron, chrysler lebaron

Hi,
 I have a 1990 Chrysler Lebaron, the horn does not work.
I can go from the horn to the battery, and the horn will blow, I pulled the fuse and do have power, everything in that area does work,  cruise,brake lights.
 Can you tell me how to pin point this problem?

Hi Jerry,
I assume you have the J-body coupe/convert. If not let me know. The easiest way to diagnose this is at the horn relay which is in the top front row of the relay block mounted on the left side cowl panel under the dash (just to the left of the driver's lower left leg).
You should have 12v on pins 17  and 20 (from circuit breaker 3 and fuse 11) of the relay socket.  When you press the horn button the center pin of the socket (18) should show a short to ground. If it doesn't short to ground then probably the wire inside the steering wheel/column interface called the clockspring is probably "open".  If it does short to ground, then when you put the relay in and push the horn button the relay should click closed. If it does, and you get no sound then the relay points are not conducting, if it doesn't the relay coil is not actuating the points. That is the whole story. Roland
