Chrysler Repair: 97 breeze cant start, starter relay, accurate count

Question
Roland,
I have 97 breeze, last nite when I tried to start starter kept turning, even when I turned the ign key off, pull out starter relay, and the only way I could shut it off was by disconnecting batteries.  I replaced the starter and I can turn it on or off with no problem now, but the car will not start.  I checked all fuses and relays and they are good.  I also check for spark and it is there. Next I looked at fuel pump conection to see if it hase voltage going to the pump.  When I turn ign to on I do not get any voltage, but when I turn ign to start/ crank it shows 12 volts ( while trying to crank / start the engin).  Do you know if I should be getting 12 V when ign is in ON position? do you know how to check if the pump is working?  Please help

Answer
Hi Kris,
The pump will show voltage only for about a second when you first turn the switch to 'run', but then it will appear again when you start cranking it over, as you have observed. So listen carefully when you first turn the switch to "run" to hear the pump humm for about a second. That would be "normal" and so you should have fuel when you then use the starter motor.
Try to see if the ignition key will give you any fault codes: "on-off-on-off-on and leave on" doing that in 5 seconds or less elapsed time. Then watch the check engine light which remains "on" to see it begin to flash, pause, flash, etc. Count the number of flashes before each pause. Then repeat to be sure of an accurate count. This may not occur as the '96-97 model years were when the system of codes changed. If you don't get any codes, then see if you can borrow a code reader to plug in to a socket under the dash by the steering column. If you get any codes let me know what they are.
You might check the egr valve to see if it might be stuck ajar which will make it hard to start.

PS Use the 'thank/rate' tab below to get back to me with the results without having to wait for me to be available. There is a space for comments. Also tell me which engine is in the car.

I cheked for codes but it came clear ( also no flashing). I do not hear pump humming noice when ing is in ON position. I checked for fuel pressure, by pressing little valve on injector supply bar( i don't know what that thing is called) and no fuel came out. Car is 97 breeze with 2.4 L engine.

Hi Kris,
If you are getting 12V at the pump for a second and also when you are cranking it on the dark green/white wire, then I would believe that your pump has stopped working. You should also check that the ground wire of the tank plug is grounded just in case that is the issue. But no pressure and no sound in the presence of voltage certainly implicates the pump.
