Hi Joe,
The torque converter is a fluid coupling with only a minimal electrical aspect (a lockup clutch that only comes into play when you are going over 45 mph to eliminate slipping and thus give you better mpg). So the only things that can prevent the transmission from powering the wheels are the internal clutches of the transmission itself, or I suppose if something drastic happened to the torque converter mechanically, which is pretty unlikely unless it is leaking fluid badly. If you basically can't cause the car to move the usual suspicion would be the transmission clutches which would require a rebuild. The transmissions that I believe are used in the Neon are fully hydraulic and don't use any electrical components. If it a 4-speed (with D and OD) then it would be electronic; but if 3-speed and only D then it has no wires.  
But in any case an independent local transmission shop should be able to tell you what is wrong.
