Answer
Hi Cully,
When the blower only runs on high, that is a sign that the blower motor resistor block has gone bad. I can't be sure of the location as I don't have manuals so new as for an 03, but go to a dealer parts counter to  see where it is located on their parts computer drawing. Change it out and you will regain control of the blower. On the late 90's models it was located from within the engine compartment, on the firewall below one of the square openings just below the windshield washer motor. It has a five wire plug that is visible but the block itself is behind the panel in the cabin intake air passageway. It had a couple of spring clips on either side and you push in against the one on the driver's side with the tip of a screwdriver to then allow you to pull the block out the front side of the panel. So verify the location and go for it. It costs around $30, maybe less at a parts store than a dealer.
