Chrysler Repair: Torque Converter Issue, torque converter, filter service

2003 PT Cruiser, Torque converter went bad last week, Chrysler is agreeing to do repairs under warranty (minus $100 deductible), that is fine - but tech is telling me I need to pay for a flush of trans fluids.  Since the TC must be replaced, housing open, repaird, etc., is this right?  He suggested they can put old fluid back in, but - why? So they can repair it again when it breaks down?  Why $195 (on top of deductible) to do this?  Does this sound right, or amy I being ripped off for something that should be done anyway??

Chrysler will only pay for the converter  the tranny does not need to come apart for it  that is why they want to do the flush and filter service to get rid of any metal that might have come apart from the converter going bad.  I also do the same thing when I sell a converter.
