Answer
Hi Don,
The '98 powertrain manual that I have has about 50 pages of troubleshooting tests to try when you don't have fault codes. For sluggish power the areas to check are: secondary ignition system, pcm power and ground circuits, fuel pressure, coolant sensor, throttle position sensor, MAP sensor, minimum idle air flow, oxygen sensor switching, idle air control motor, and evap emission systems.
I can xerox copy and postal mail these to you for 10 cents per side plug postage. Use the "thank and rate" tab to get back to me if you are interested, giving me the postal mailing address. I would send it to you and then you can send me back payment or postal stamps to cover the costs which would be around $6.
