Chrysler Repair: 1998 Cirrus cranks but wont start, 2.5L V-6, no start

Question
1998 Chrysler Cirrus with the 2.5L V6, 180,000 miles.  Was running fine, turned it off one night, would not start the next morning, has not started since.
I have verified a yellow but present spark at the passenger side front sparkplug when cranked.  I assume that rules out things like the timing belt and distributor?
I do not hear the "whir" at the filler cap when the key is turned to "on", so I am suspicious of the fuel system.
I checked the fuses and fuel pump relay and voltage is present on the fuel pump relay output pin when the key is "on".  However, I am getting no voltage on any of the pins on the 8 pin connector behind the back seat on the driver's side.  The Haynes book says this should be a 4 pin connector for the fuel pump, but mine is an 8 pin connector.  Some of the wire colors seem to relate to the schematic, though, so I am assuming this is the right connector.
Are there other connectors between the relay and the connector?  Assuming that is the problem, any suggestions on how to trace that and track it down?  Any suggestions on what to look at next?
Also, do you have any opinion on the universal OBDII scanners?  Found a place selling a scanner and chilton's CD for under $50, wondering if it might be a good choice or a waste of money.
    Thanks.

Answer
Hi Dec,
The fuel pump will only run for about 1 second when you turn the key to run, so check that again with the aid of a helper to turn the key. The fuel pump output is (27) with a dark green/white wire at the fuel pump, so check that wire there. The only connector on that wire is an 8 pin green to the left of the steering column. These are from the '96 manual which I would hope applies to your '98. Try the ignition key:"on-off-on-off-on and leave on" doing that in 5 seconds or less elapsed time. Perhaps a 4-digit code number will appear in the odometer window. If not, then a reader is necessary, but I don't have any advice to offer, execpt once you get it going Autozone parts store will often give you a free readout.
Let me know what you learn. Use the "thank and rate" tab to get back without my being "available". Sparking would say you do have timing belt and distributor/cam sensor action, but the yellow is not sounding up to par.

Thanks for the response. I did check for the fuel pump sound at the filler cap with a helper, but hear no "whir". I'm not seeing any voltage on the 8 pin connector behind the back seat, on either side, with the connector connected or disconnected. The connector I am referencing is located on the driver's side behind the back seat. With the back seat folded down, the carpet can be separated at a velcro joint, and on the "floor" of the trunk on the driver's side, at the base of the shock tower, is this connector. Is there another place to access the fuel pump to check the connection? The Haynes book says that you must remove the gas tank to get to the fuel pump. Are there other relays or circuits that might shut off the fuel pump? I'd like to check all the simpler stuff first - would rather not drop the fuel tank if I don't have to.

Hi Dec,
Again I am working with the '96 manual and that one shows a 4-wire plug where you have described one. If it has a green/white wire then that is the one that goes to the pump with the 12V that runs it. That wire goes thru one green connect under the dash which I described earlier to you and it comes from the fuel pump relay under the hood in the long thin powerbox (third relay from the front). I would start there, checking for 12v on the inboard-most pin to be present all the time (if not, then fuse 8 in the box is blown). Then when the helper turns the switch to "run" the relay should click and the 12v appears on the adjacent pin to the inboard-most pin for one second. That would be the source of the green/white wire that goes thru the two disconnects I described and to the pump. The when you crank it the 12V should reappear and the relay click and hold so long as you crank it.
It does not appear you can reach the pump without removing the tank. So check out the green/white wire all the way to the last disconnect.
