Chrysler Repair: 96 T&C power loss on door locks, power seats, and rear air, power door locks, amp fuse

I have a 96 Chrysler Town & Country LXi.  For some time now I have had an issue with the power door locks, power seats, and rear air all losing power at the same time.  When they come on, they all come on at the same time.  It started happening maybe once a week and progressively got worse.  Now they won't come on at all.  The only thing that I can think of that would cause this is a loose contact somewhere.  I have already checked the 40 amp fuse in the engine compartment, and it is good.  I also checked for voltage and I am getting about 12 volts.  Any idea where to check next?  Is there a common relay for these components?

Have you checked the 10A IOD fuse in position 28 of the underhood box? Also, check the positive temp coefficient device in position 3 in the under dash box. The rear AC blower is from fuse 11 20A from the same box. Look closely for a crack in the wires of the fuses, and check them when the systems in question don't work.
When you mention the "40 amp fuse in the engine compartment" do you mean #26? That supplies the door locks and the seats (the also seats thru a 30A circuit breaker which I can't find yet). You would want to check the common ground which is located on the firewall/cowl on the left side, behind the fuse box/body module unit under the dash. It appears to be a small black box with lots of wires coming to it.
Those are the common power aspects of these systems.
