Chrysler Repair: Radiator Drain Plug 96 Sebring Convertible 2.5ltr, chrysler sebring convertible, chrysler sebring

I recently had to replace the thermostat on my 1996 Chrysler Sebring Convertible w/2.5 ltr.
I had to turn the plug to drain the coolant level down, when I went to tighten it back up, it continued to leak some. Not much, just a slow drip, I figured it was from the overflow tank.
I drove the car for 2 days and then it suddenly started dumping out of the drain plug area.
I decided to replace the plug and obtained a new one.
My problem is accessing the plug to remove, I have been unable to remove it by hand and have tried to turn it with a small wrench.
It will not come out when I turn it. Do I need to pull this plug out when I turn it or is there something else holding it in place?
Do I have to remove the radiator to access the plug?
I need some serious help on this issue.

Hi John,
The drain cock can be routinely opened and closed using a 19 mm socket on the end of a 3" extension and a ratchet handle with a universal joint (if needed). The manual futher says that once you open the cock all the way to the end of its threads,  if you then grasp the end of the cock and pull on it, it should pop out. Insert the new one until it snaps into position, then rotate it as normal to open or close.
