Chrysler Repair: 99 neon coolant temp. sensor, coolant temp, dodge neon

Ive got a 99 dodge neon and it has a trouble code " coolant temp sensor input too low for actual operating conditions". ive replaced sensor and it didnt fix problem. temp gauge reaches 1/4 of the gauge running at 165 deg. Removed sensor and heated it up while connected and then it seems to work fine. In other words, it only works when is removed from engine. tested it off the engine but touching the ground on the battery and still work fine. Installed it and it doesnt work. what could be the cause of my problem?

Hi Ramon,
If the sensor is good, then you have to question the circuit to it. The wire for the sensor signal is tan/dark blue or tan/black (depending upon which engine you have) and that wire goes from the plug to pin 26 of the 40-pin plug labelled 1-40 at the controller.
Ground wire is black/light blue or black/red and goes to pin 43 on the other plug at the controller. So I would check those wire for continuity.
