Chrysler Repair: 98 TC start and stall, instrument cluster, range indicator

Question
I have a 98 Town and Country van.  It has the start and stall problem that so many of them have.  I have done a ton of research and belive that it is the loose welds on the instrument cluster which caused the totally crap anti theft system to activate.  It is my understanding that just resoldering these will fix it.  What I can't figure out is how to get to the instrument cluster.  I have heard from a friend that you just pry the large dash cover up and get in from behind the speedometer.  This is supposed to be easy to get to but I don't want to try it without directions from an expert.  Thanks JR
