Chrysler Repair: 2003 Chrysler Town and County Radio and Front Power outlet dead, continuity tester, chrysler town

The Radio and front Power Outlet in my 2003 T&C are dead.  Noted that you answered a similar question on a 2001 T&C.  The 2003 T&C has a IPM mounted next to the battery that contains all the fuses.  I don't see any fuse marked RADIO or POWER OUTLET and none seem to be blown.  Possibly not fuse related?  Can you assist?

Hi Joe,
I am limited to a '98 manual so I may be out of date, but take a look at fuses 8 and 28 in the IPM and fuse 8 under the dash. Those would be applicable if the wiring diagrams are the same. Look at all the fuses carefully for a subtle crack which is the same as a frank blow out, even test them with an ohmmeter or continuity tester to be sure.
