Chrysler Repair: 92 town & Country cooling fan kicks in when motor warms up but wont kick out when motor cools, air conditioner compressor, inner fender

Question
QUESTION: My cooling fan on my 1992 Town & Country stopped working so I put a new one in.  I started the van and once the temp gauge went above 1/2 the fan kicked on.  The problem is once the temp comes down the fan keeps running until I turn the motor off and restart the engine.  I changed the fan relay on the left inner fender and the fan control sensor (the bigger 2 wire one screwed into the top of the motor under the coil pack, not the small sending unit for the temp gauge) but it still does the same thing.  What else do you think I can try?  Do you thing it could be the ECM?  Where is the ECM located?  Thanks for your help.

ANSWER: Hi Tom,
You didn't mention which engine is in the van and is the fan running on low or high speed. Aside from the possibility that the fan(s) is drawing so much current as to cause the internal points of the relay to stick together until the current is cut off (at shut down), the only other explanation I would have is that you are running the air conditioner compressor (turning it on after driving for a while) which will cause the fan to run all the time regardless of the engine temperature. I suppose it could be the ecm but that would not be a high likelihood. You can check whether or not the ecm is asking for the fan to run but I would need to know which engine you have to tell you exactly where to look for that evidence. The ecm in those early 90 model years was on the left inner fender.
Please let me know if I can be of more help.

QUESTION: Thanks for your quick response Roland,
The fan seems to be spinning at full speed.  It is odd because I have had the Van for six years and do not remember ever hearing the fan run. I normally don't let the van idle so perhaps there is a chance it hasn't worked in years. I don't even need it plugged in when I am driving because it doesn't go above 1/2 on the temp gauge unless I sit and idle for a few minutes.  The AC doesn't work and is turned off.  My van has the 3.3 which I believe is the only engine offered in 1992 for the town & country.
Thanks again for your time and knowledge,

Answer
Hi Tom,
I'm working with the '93 manual and it shows for the 3.3L three fan relays, one high speed one low speed, and also a high speed fan Ground Relay and fan Switch at the front of the vehicle (but there is no mention of where exactly and for what this apparently manually controlled switch is used for). Do you have this set up? Perhaps one of those three relays is stuck on for some reason. I don't find an explanation for this circuit in the manual but I will keep looking.
