Chrysler Repair: 99 Sebring under hood fuse #4, digital ohmmeter, amp fuse

I have a 99 Sebring Conv., 20 amp fuse #4 (controls brake lights, radio, int. lights, trunk opener, and more) blows as soon as I step on the brake pedal.  We thought maybe it was the switch that releases and activates the brake lights when you step on the pedal.  I went under there and looked at the switch while I moved the brake pedal and everything looked fine.  I suppose the switch could be faulty.  Any info would be greatly appreciated.

I would suspect that one of the 4 brake bulbs (ignore the highmounted part for now) is shorting to ground, or its holder has fatigued and is blown. If you have a digital ohmmeter you might be able to measure which one it is.* Or you can remove all 4 inspect them, and then put them back in one at a time and test after each is inserted to find the one that then blows the fuse. The wire colors that supply the brake light are dark green/red on the left and brown/ red on the right.

*a short will be close to 0, a good set up maybe about 1 ohm.
