Chrysler Repair: 2005 caravan wont turn over, amp fuse, parking brake cable

Question
We can't locate any fuse box except the one under the hood on a 2005 3.3 liter V6 Dodge Caravan.  The Caravan won't start or even try to turn over.  We looked under the dash and at the ends of the dash for the fuse box.  Is it all solid state circuitry?
We've already checked:
1. New battery
2. Cleaned wire cables
3. Tested started and solenoid
4. Checked relays and under hood fuses
5. Checked codes = no codes firing

Everything else works - lights, blower motor, radio, door locks.

Oil was changed.  Car was run after oil change. We got in the car to leave over a week ago and this is when the car just refused to start.

Answer
Hi Susan,
I am handicapped in not having a manual for that new of a vehicle, however I believe that you will find a fuse box (technically a junction box) under the dash near the left side of the van. To see it you will have to remove the lower steering column cover* and perhaps something called the lower knee blocker reinforcement. There should be a 10 amp fuse that powers the starter relay, perhaps in position 10.
If you want, you could try to fake out the circuit by removing the starter relay and use a wire to jump across from the rear pin to the front pin which connects 30 to 87 and sends power from the battery to the solenoid on the starter motor. Only do this with the trans in park or neutral for safety. If that works, then the circuit that activates the starter relay is at fault. Let me know and we can go from there. Unfortunately I'm working with a '98 manual but these parts of the car are pretty standard over time.
