Chrysler Repair: 1991 Chrysler New Yorker 5th Ave. no heat, automatic temperature control, spring loaded vent

I had somone check the fuses, and they were good, i switched the control box for a new one, a mechanic tested the blower motor and said it's fine, and the resister too.  It produces heat, you can feel it at the vents, but it won't blow it out.  There's a ticking noise when I turn it on, near the fuse box, the mechanic said it's a spring loaded vent that keeps opening and closing.  I'm about to give up!! It's winter in MN, I need my heat! Any ideas?

Is this unit an automatic temperature control type (with a digital temperature readout) or a conventional control unit with only knobs and no digital readout? They work quite differently so I need to know. Also, do you mean that you don't get any air output from any of the vents or that you get air to distribute as you request that it be but that it is just not cold? Finally have you opened the hood and located the two 1/2" water hoses behind the engine that go thru the firewall and into the cabin? After you have driven it enough to warm up the engine, then touch each hose and see if they are about equally warm or not. Let me know the answers please so I can give you some help.
