Chrysler Repair: How to install part # 500 3480 AA on 2000 van, chrysler dealer, splash guard

Dear Roland,
We have had the same problem as some of your previous questioners with the belt coming off every time you hit a puddle.  Apparently Chrysler put out a bulletin a few years ago about an extra part that needs to be added to the tensioner.  It is like a pulley guard or a shield.  The part number is listed in the subject.  I bought the part, and I am pretty sure that you take the nut off the tensioner (the same one you use to release tension to remove or put the belt back on) and then slide the shield on, but I couldn't get the bolt off, so I am not sure that I am going about it the right way.  I think that I need to turn the bolt in the opposite way that you turn it when relieving the tension on the belt.  Am I just not using enough power?  Or am I totally trying to install it wrong.

Hi Marci,
I am afraid you have me guessing on that question. I have not seen the Technical Service Bulletin on the splash guard. My suggestion would be to go back to the Chrysler dealer and ask them to show you the TSB which should be on file in the service department. You will want to give them the engine size to be sure you get the one that applies. If they don't have it, you could ask the other expert, Kevin, at this site to see if he has online access to the Service Bulletins as he works at a Chrysler agency.
Thanks for asking, and sorry to not have the specific detail on this remedial issue. You are being prudent to not force any bolt, and instead to get the instructional sheet.
