Chrysler Repair: Faulty Chrysler T&C turn signal blinkers, turn signal flasher, hazard flasher

Question
I have a 96 Chrysler Town & Country whose turn signals do not turn on in the cold, but will start working again when the day warms up.  What is going on, and can I do anything about it?

Answer
Hi Teal,
If both the hazard flasher and the turn signal flasher don't work, then I would check fuse #10 in the box next to the battery under the hood to see if it has a crack in the wire that is opening and closing with temperature as the engine warms up. The other possibilty would be a bad ground connection where a number of black wires are gathered together and attached to a vertical support for the instrument panel under the dash.
If those seems OK then I would try tapping on the flasher combination relay unit under the dash in the fuse block.
It is the right-most such relay directly under the row of 10 sockets for fuse-like devices, When it won't work also try putting your hand around the relay to see if warming it up causes the flashers to work again. If so, I would replace the flasher. After checking that out I would suspect the turn signal switch itself if the hazards do work when the flashers don't work, or a couple of wires from the switch that go to pins 26 and 28 of the multi-pin gray plug in the fuse box under the dash.
My suspicion though is that it is the flasher unit that is sluggish when it gets cold. It may make a clicking sound but the contacts inside may be oxidized or not connecting positively when it gets cold.
