Chrysler Repair: Voyager wont start, no codes, chrysler voyager 1999, pulley bolt

Question
Please help me with following problem that local chrysler representitive could
not solve :-(
Chrysler Voyager 1999 3.8 AWD
When I turn the key tries to start but won't. Examined and there is no spark.
There seams to be no visual problem, There is no "Check engine" light and
there is no fault codes in computer.
Can you suggest what could be the problem.

Answer
Hi Clint,
That is unusual. Is there 12V at the dark green/orange wire on pin  3 of the 4-pin plug of the coil pack when you are cranking with the starter motor? If not, then the automatic shut down relay is either not closing or fuse 17 in the power distribution center under the dash is blown. If there are no codes (tested with a plug-in reader?) then presumably there are pulses to the other ends of the 3 primary spark coils, so the only reason for no spark would have to be no 12V on that wire. If that is OK then see if you can detect any resitance (ohms) pulsing (once per full revolution) on each of the other three pins when you turnover the engine by hand using a ratchet on the crank pulley bolt, with the ignition "on". Do the measurement with the plug removed from the coil pack.
So check that out and let me know.
