Chrysler Repair: 1999 T&C start & stall problem with dead gauges, cluster board, gauge cluster

A repair shop has diagnosed my van, said the BCM was bad for about $900. they could replace it, but could not say if it would correct all my electrical problems. I can buy a used one for $75.00. Will I need to teach it the VIN number?  I have read online the procedure about re-soldering the instrument cluster. I re-solderd the connectors and installed the gauges, I got nothing. I believe the security system is in an alarmed state and I can't reset it. I'm concerned about the last 4 pins on the gauge circuit board having continuity ( my soldering skills are questionable)I can buy a used gauge cluster for $75.00 as well. Also a friend told me something about having the gauges calibrated (what for?)I removed the BCM to get the part number off it (dealer told me there was two different ones available he would need the part number to verify) I tried to start the car without the gauges, nothing. I have removed the neg. cable and tried again, nothing. I have tried using the key fob to disarm the alarm, nothing. Tried the key in all available doors, back as well, nothing. Does it need a good set of gauges to reset the alarm? Please advise.

why did they say the bcm was bad??  and what was the original prob  if u get a new bcm vin is not required  if the one u are replacing it with has an alarm and yours does not u now have an issue. IF u get a new cluster board then yes it will haft to be learned only a dealer can do this. I live in Atlanta.
