Answer
Hi Jimmy,
The only suggestions I can offer are to look at the oil pressure reading at the oil pressure sender unit usually located near the oil filter, using a calibrated gauge (should be over 35 psi at 3,000 rpm in most engines),  and also look into the possibility that the engine internal oil line that supplies the lifters may have an obstruction due to dirt in the internal passageway. I don't have a manual on that engine so I can't offer specific info about the oil distribution system and where you might gain easy access to clean it out. Perhaps using an engine oil additive just before the next oil change which is claimed to dissolve sludge, etc. might be an alternative. Finally raising the weight of oil one grade might increase the pressure in the system sufficiently to pump up the lifters.
If you have success please let me know what worked.
