Chrysler Repair: 01 Transmission problems: Code P1739 and 1698, side kick panel, spedo

Question
Roland:
I found an old question from Mike:
"Hi Mike,
Well we are on the same page on this. I wonder about the 1739, have you been able to find anything? I would have expected to find it in one of my manuals.
On the ground wire: there are two grounds for the systems in question, one is on the left strut tower, the other is on the driver's side kick panel, just in front of the door opening. So you might want to remove, clean, and tighten those. Other than watchful waiting about, the only other approach would be to flex the harnesses while a helper watches the dash for any warning lights.
The 0500 and loss of speedo signal is interesting: you might wonder if the replacement output speed sensor is faulty. Or better yet, check the wiring between the sensor and the tcm plug (dark blue/brown to pin 13, light green/violet to pin 14) and maybe flex the harness while you check the continuity.
Please let me know when you figure out why this is happening.
Roland "

I have a very similar problem with my 2001 Intrepid SE.   The trans goes into neutral, spedo goes crazy, all shift display positions are lit-up.    Didn't get engine light until today.    Took to local shop and got P1698 and P1739 (Power up at speed).    Did Mike ever figure out this problem?    I'll check the grounds as well.

Answer
Hi Spencer,
Without an approximate date I can't easily find that original question or any follow up responses. So if you write back tell me when it was. Thanks for looking for the answer to your problem, however.
I still haven't found an exact I.D. for the 1739, but interestingly I did find a P0884 in the 2004 manual that is described as "power up at speed" so maybe it is the same fault with a different number.  It means that the trans controller when it received power found that the vehicle was already in motion at a speed above 20 mph. This means that the power to the controller was received after some delay following start of the car. The solution for that is to check for an intermittant open circuit on the fused b+, the fused ignition switch output circuits to the trans, or a short of those to ground, or an intermittant short of the ground wires for the controller. The 1698 says that no signals from the transcontroller are being received by the balance of the bus modules, which would go along with a problem in the power supply to the trans controller, I believe.
My suggestion would be to check that you have voltage on the following pins of the 60 way connector plug to the trans controller : 11 (should  have it in the "run" and "start" positions of the ignition switch)
and if not check fuse 1 in the junction block under the dash, pin 8 (only when in the start position, not the run position), and pin 56 regardless of the ignition switch, e.g. power is present all the time. Pin 53 and 57 should be grounded at all times. I would shake the harness of the plug when you do these checks to see if there might be a bad connection/broken wire and also look at the 60 pins and sockets into which they plug at the controller. It appears to me that you have either fuse blown or a faulty igntion switch (try jiggling the key/switch while verifying the voltages as appropriate), loose or broken connection, or a faulty controller might even be possible.
I must mention that I am working here with the '98 wiring diagrams and the 2004 trans manual so let me know if something doesn't check out, and yet it makes no sense/doesn't solve the problem. It could be your 2001 wiring is more like the 2004 than the 1998 wiring diagrams. But this is my best shot at it. The codes seem to point in this direction as best I can tell.
