Chrysler Repair: 1995 Neon: blower motor, turn signals, radio dont work, check fuse, windshield wipers

i have a 1995 chrysler neon and i am having some electrical problems just wondering if you could help out.here is the problem the heater fan dosnt work at all it lights up but when you turn the knob to turn on the fan lights come on in the insturment clust like air bag and parking brake light the radio is the same way it lights up but dosnt work either and the signals dont work is this all a result of one problem and what do you think it is

There is one fuse in the power distribution center that plays a role in the blower, the turn signals, the air bag light, and that is #5 (40 amp). That PDC is a box next to the battery. So I would take a close look at that fuse to see if it is blown or has a subtle crack in it. It may have been blown due to a component related to the blower fan failing and shorting to ground: the 'resistor block' for the blower fan motor. When that burns out the blower will not run. It is located in the external air intake plenum directly under the windshield, on the passenger side of the car. To reach it you remove the windshield wipers, and then the top screen on the cowl. Look over on the passenger side for a plug with 5 positions but only 4 wires. That is the plug for the resistor block. Remove the plug. Then remove the 2 screws that hold it in place by first gently prying out on the edge of the block by the screw so that the threads "catch" and then back out the screw. If it appears that one of the wires has burned through then get a new resistor block from a dealer. But even before dealing with the resistor block, check fuse 7 in the fuse box under the dash.. The resistor failing may be the cause of fuse 7 having blown if you find it that way.
For the radio, check fuses 16 and 13 in the fuse box under the dash.
For the turn signals check fuse 5 in the power distribution center under the hood, and fuse 6 in the fuse box under the dash.
Those are my suggestions for the first pass at solving all these problems. Let me know what you find out, please.
