The key will not remove from the ignition.   No matter the wiggling of the steering wheel or console shifter releases the key.   
The car will start but the key will not release.

The Odometer stays lit even with the key in the off position.

Do I need to replace the ignition switch or the ignition cylinder lock or both?  If so, what are the procedures to do so and to I need any special tools?

Hi Mark,
Removing the lock cylinder is easier than removing the ignition switch. But I don't know if releasing the cylinder alone will fix the problem. I can tell you as best I can the former, but the latter is a 15 step procedure. It is fortunate that you can get the lock cylinder into the run position because it has to be there to release the cylinder from the housing.
My thought is that you would really be more likely to accomplish the repair if you had the pages from the shop manual. I would be glad to xerox and postal mail you the four sides to do both jobs so you would be ready and not get stuck in the middle of the process. So tell me a postal mailing address and I'll get these into the mail to you today, no charge.

Thanks for the generous evaluation and nomination, Mark. I'm going out now to do the copies and get them in the mail. They should get there by Friday. I included some pages on the shifter interlock adjustment too just in case that is what is binding up the mechanism.
