Chrysler Repair: 2003 Town & Country Headlights flash, plastic retainers, rectangular plate

2003 Town & Country has problem where headlights flash from time to time.  May flicker 5-6 times before coming back on.  May do it several times a night, or not for weeks on end.  Dealer has been paid well, but never finds any problem.  Car has history of bad turn signal arm, but I don't think that is the problem.  I think it is in the light switch or connections to the light switch.  Any way to properly diagnose?  Also, if it is the switch, any guidance to get at the switch?

I'm real sure there is a service bulletin out for the switch.The switch will not have the type of typical  wiring you may be looking for.It only sends a "buss" signal to the body controller in which turns on a relay for the headlamps.I'm surprised the dealer hasn't suggested a switch.The switch  on rectangular plate is just pushed into place in the dash.It has a couple little plastic retainers that hold it in place.It can be easily removed with a PLASTIC trim tool.
