Where is the ECU on a 1999 Town & Country van?
Can I install this part myself?

It is located on the outboard side of the power distribution center, which itself is located next to the battery. It is silvery in color and has some cooling fins on the side facing up. It has two plugs of 40 pins each, black and gray in color. It should not be difficult to install physically, however, it may require some data to be programmed into it using a diagnostic readout box. So that may involve you with the dealership. I suspect that the time to replace the ECU (also called the PCM) in the compartment is not very long, so the labor cost is more likely to be related to the programming. So I would discuss this with the dealer shop manager to get a breakdown of the the costs if you are putting in a new unit. The unit is also sensitive to static voltage so letting the shop take full responsibility may be prudent.
