Hi James,
Can you tell me the year and model of your car?
And exactly where are you measuring the voltages that you report: include where the ground lead of the meter is positioned? My first thought is the battery is so weak that it can't deliver any kind of current downstream but that is a stretch. I really need to know more.
Have you checked the body grounds of the wires attached to the clamp on the - post of the battery? How old is the battery?

Hi James,
O.K. I have those diagrams. I would begin by trying the hazard flasher which is directly wired to the battery. If that works then the battery and the ground return is probably o.k. But if not, then I would suspect the ground wires that are to the body and the engine that are attached to the - clamp of the battery.
Then I would check the voltage on each of the fuse sockets in the power distribution center under the hood. There is an internal buss wire that supplies all of them directly from the large black wire from the + post of the battery. If you aren't getting 12v on the buss then the black cable is probably corroded or eaten away or has a bad connection.
If you have 12v on the buss then I can't understand why you shouldn't have 12v to virtually all the fuses in the cabin.
So give those a shot and see what you find.

Answer
Thanks for the kind evaluation and nomination. Yes, the hazards not working would get right to the base of the problem because it by-passes all the power wires and fuses. So we learn that voltage is one thing but current delivery is another factor.
