Question -
wheres the darn horn in these vehicles ? thanks

Answer -
Hi Rick,
The horns are located "forward of the left front wheel behind the bumper cover" according to the Haynes manual.
The circuit includes fuse 22 in the power distribution center under the hood (next to the battery) and fuse 7 under the dash where you will also find the horn relay to be located. I can't be sure of those fuse assignment numbers but find the relay and observe whether it clicks or not when you try the horn button.

Answer
Hi Rick,
I assume that you meant to say the horn RELAY clicks, rather than that the relay fuse clicks, correct?
If so, then that means that the cirucit from the fuse under the dash to the relay and thence to the horn button is o.k.
So then the question is whether the horn relay is getting power from fuse 22? in the power distribution center (pull the relay and see if you get 12v on either pin 30 or pin 87). If you do, then since the relay clicks it ought to blow the horn, unless the relay points were oxidixed so as to not conduct electricity. You could verify the circuit by jumping a wire across the relay socket from pin 30 to pin 87 and if that causes the horn to blow then the relay is not good. If jumping it doesn't blow the horn then either you don't have 12v on pin 30 or 87 OR there is a disconnect from the relay to the horns on the dark green/red wire (I believe that is the correct color, though I don't have the diagrams for year of van). So you would need to verify that there is 12V at the socket and if so, then the wire from the relay to the horns is "open".
So try playing around with those possibilities at the horn relay socket. It is good that the horn button activates the horn relay because vans in these model years were known to have a problem with the clockspring connection in the steering wheel which handles the horn button wires and the air bag wires. In fact they recalled some of those clocksprings because they failed so often.
So I think you will get to the bottom of this.
