Answer
Hi William,
I am afraid that I don't have a specific manual that shows the design and procedure for the Sebring Convertible model which may be different from that for the Sebring Sedan. I do have the '96 manual for the Cirrus/Status and the '95 for the Sebring Sedan, and Haynes for '95-2000 Cirrus/Stratus which may be similar to your situation. I would be able to xerox and postal mail you the pages from those manuals so you could get some ideas about doing the removal. Just send me your address and I'll copy and postal mail you the pages, tomorrow.
On repairing the tank, the Haynes says that plastic tanks are not reparable. But I think it might be possible to insert a threaded metal or gas-proof plastic plug, after rounding the hole with a drill, and then use a two part plastic such as JB Weld to seal the plug in place that claims to be impervious to gasoline. The alternative is to get another tank off of a wrecker.
On the connections, once you lower the tank some more I think you will see that there are disconnect fitting for both the wires and the fuel lines so I wouldn't be concerned about removing them (carefully of course)  because the fuel module is self contained and has hardwired connections between the inside and outside of the tank. Te remove the module, if it has a large ring type of flange that has indentations around the outside you may be able to grasp it for turning by using a c-clamp of that dimension to grasp indents on opposite sides of the ring. Otherwide there is a special tool, but it is no doubt prohibitively expensive compared to a c-clamp.
So let me kmow if you want some of the pages. You might want to buy a copy of the Haynes manual for the car you have as I have found them to be pretty good.
