Chrysler Repair: fuel filter removal on a 99 chevy malibu, chevy malibu, line roland

we found the fuel filter on the malibu  but it wont come off even with the special tool required   the bottom of the fuel filter came off but the end that requires the tool wont

Unfortunately I have no expertise in the Chevy or any General Motors cars, only those of the Chrysler Corp.
I would suggest that you go back to the store that sold you the special tool and the filter and ask them to demonstrate to you how to use the tool with the filter and line fitting that they have in stock, or show you a publication which describes and has pictures of its usage. I just don't know what type of fitting is involved on your Malibu. I believe that you may get some advice at an auto parts counter if they will use the filter that you bought and one of their replacement fuel lines in stock and try to demonstrate to you the method for coupling and uncoupling the filter to and from the line.
