Answer
Hi Drew,
I'm limited to the Haynes manual for '96-99 and a Chrysler shop manual for '93 but they are similar in terms of color coding of the wires. There should be one or two black wires in the harness plug that are grounded near the rear of the van, along with about 7 other ground wires. And the power for the pump is on a dark green/white wire coming from the relay in the power distribution center under the hood. And the fuel level gauge is dark blue and goes to the body control module located in the cabin (possibly near the fuse box or on the cowl to the left side of the driver's leg). The Haynes shows the connector to be 4-pin but unfortunately it doesn't show which wire is on which pin*. But it looks like the pump/level sensor are a unit with only those four wires. The two grounds (one for the pump one for level sensor) may be tied together so only one black ground wire might actually be needed.
Is this what you need to know?

If you don't have the harness 4-wire plug, then on the module-side plug, two of the four would be grounds which should be independent of oneanother, and there aught to be some resistance between a ground and the level sensor, and close to 0 resistance between a ground and the pump motor winding connection (I would think). Sorry to say I don't have the pin assignment for the plug. But with an ohmmeter and a 12v supply you might be able to sort it out.
