My headlights turn on but the doors won't open.  Everything seems to be attached correctly and working.  What could be the problem and how do I fix it?

Can you tell me the year and model of your car? Several iterations of the headlamp door exist and they differ as to details which would cause the doors to not open.

I would begin by checking fuse #13. If that is o.k. then I would next disconnect the motor for the door at the electical disconnect behind the grill (look up from under the car to see the motor for the doors and its nearby plug). Then put a voltmeter across the two pins and see if when you turn the lights on and off you get a reading of 12 volts between the two pins which reverses polarity as you ask for on or off at the headlamp switch. If so, then the circuit is o.k. Then to verify that, you could jumper 12V from the battery to the pins on the motor side of the connector to verify that the doors don't open and close (reversing the polarity to check the action in each direction). If the motor doesn't respond in both directions then you know the motor is bad and you need to get a new one from a wrecker or the dealer. If you hear the motor but the doors don't move then the gears associated with the motor are probably stripped so you need to go to a wrecker and change the gears out (save the motor for later). If the plug side that is supposed to provide the 12V to drive the motor doesn't do so, then you will need to replace the concealed headlamp control module which is located in the center of the top of the dash. You find it by lifting off the full-width pad at either end of the dash, which is clipped in place by the A-pillar on either side. That will reveal the control module which you can get from a wreck (but it has to be an 87-9 model) or new from a dealer.
Check it out and let me know if something doesn't 'compute' with this approach.
