Answer
Hi Michael,
I am a bit short on specific operational aspects of the Sebring A/C distribution box. I do have the '96 manual for the Cirrus/Stratus which was introduced contempraneously with the Sebring and may have the same unit. In that one, there is an electrically driven mode door, and the mediation between the control panel switch and the motor is via the body computer with a feedback loop. There are a couple of fuses in the fuse block under the dash to power the unit in addition to a 40 amp fuse in the power distribution center under the hood. The manual doesn't give 'a what to do if' approach, but it does show the circuit fully and I suspect with that you could determine whether the voltage supply/feedback circuit is working or if the mode door motor is bad, which are the two possible reasons other than a blown fuse.
So let me know and I'll xerox copy and mail you the circuit diagrams and explantory notes for the Cirrus/Startus. If you have a chance to look at a '96 or so C/S you could probably decide if the AC units are identical. Another possibility is the Haynes manual for your car may have some useful information.
Let me know if you want me to mail copy to you, by including a postal mailing address.
