Chrysler Repair: 97 concorde- turn/hazard signal flasher, chrysler concorde, fuse block

Question
I have a '97 Chrysler Concorde, 3.5, The turn signals have failed,
as has the emergency hazard lights.  10A mini fuse in cab fuse
block and the 20 amp (I think ATO) in the relay box above the
left front wheel well seem to be fine.  A sickening alarm (similar
to the seat belt alarms in the late seventies pickups) sounds
from behind the instrument cluster when either of the
directional signals or the hazard switch is switched on. (The
sound is constant, not intermitent) The blinkers do not come on.
I can't see a flasher, You wouldn't happen to know where is is
and if it can be tested with a volt/resistance meter? If that may
be my problem, etc., thanks for your time
Richard

Answer
Hi Richard,
According to the Haynes manual for the car, the turn signal and hazard flasher is located under the dash, positioned between the fuse (junction) block and the brake pedal clipped to the underside of the A/C duct. That is probably the reason for your problem. I don't see a test ot its function but it is likely needing to be replaced. You might check the black ground wire at the point where it grounds to the body on the left cowl, I believe, or test that it reads close to 0 ohms from that wire at the flasher to a body ground point to verify the ground.
